I think the black cat got it right! If it takes a 2/3 majority to overturn a presidential veto or to pass a constitutional amendment--theoretically because it's so DIFFICULT to get a population to agree and get a 2/3 majority, how is it that 90% of the African Population is voting for Obama? I'm just calling a spade a spade. Check out more of this analysis in my blog post from last Sunday.
